This measurement provides the average utilization rate of the timeslots allocated to the uplink TBFs in transmission state in a granularity period. This measurement indicates the timeslot utilization on the uplink TBF in a cell.

This counter is equal to the total utilization rate of sampled uplink TBF timeslots divided by the total number of sampled uplink TBFs in a granularity period.
