This measurement provides the number of valid MRs reported by the BTS in the serving cell. The measurement point of the counter must be consistent with the measurement point of the counter related to the neighboring cell, thus ensuring the measurement time of the counter is consistent with the measurement time of the counter related to the neighboring cell.

After the BSC receives the valid MRs reported by the BTS in the serving cell, the counter is incremented by one if Neighbor Cell Measurement Optimization Allowed is enabled (the measurement of the neighboring cell is performed according to the groups of the neighboring cells), and the cell is in the current measurement group (the measurement information about the neighboring cell needs to be collected). If Neighbor Cell Measurement Optimization Allowed is disabled, the counter is incremented by one every time the BSC receives the MRs.
After the BSC receives the valid MRs reported by the BTS in the serving cell, the counter is incremented by M if Neighbor Cell Measurement Optimization Allowed is enabled (the measurement of the neighboring cell is performed according to the groups of the neighboring cells), and the cell is in the current measurement group (the measurement information about the neighboring cell needs to be collected). If Neighbor Cell Measurement Optimization Allowed is disabled, the counter is incremented by M every time the BSC receives the MRs. Table 1 lists the mapping between the frequency of sending the pre-processed MR and the number M by which the counter is incremented.
