The counter S3240: CELL_MS_PWR_LEV provides the transmit power level of the MS in the MR. A lower level indicates higher transmit power of the MS.
The counter S3241: CELL_BTS_PWR_LEV provides the transmit power level of the BTS in the MR. A lower level indicates higher transmit power of the BTS.
When the BSC receives an MR, the counter S327A: CELL_TIME_WHEN_MAX_UP_PWR is incremented by one if the uplink transmit power level in the MR is smaller than or equal to the maximum transmit power control level of the MS in the system message.
When the BSC receives an MR, the counter S327B: CELL_TIME_WHEN_MAX_DOWN_PWR is incremented by one if the downlink transmit power level in the MR is 0.

When the BSC receives a valid MR or pre-processed MR from the BTS in the serving cell, the MS power level and the BTS power level are accumulated respectively.
