This measurement provides the total MS power levels of the non-AMR calls in the cell within a granularity period.

When the BSC receives a valid measurement report or preprocesses the measurement report from the BTS in the measured cell, the MS power levels are accumulated if the measurement report contains the MS power level of a non-AMR call.
