This measurement provides the receive level of the downlink and uplink signals in the measurement reports or pre-processed measurement reports.

When the BSC receives a valid MR or pre-processed MR from the MS or BTS in the measured cell, the value of S325B:CELL_DL_SIG_STRENGTH and S325A:CELL_UL_SIG_STRENGTH are added respectively by the downlink receive level and uplink receive level contained in the MR.
