This measurement provides the receive quality rank of the downlink and uplink signals in the measurement reports or pre-processing measurement reports. The receive quality rank ranges from 0 to 7. Lower rank suggests better quality.

When the BSC receives a valid MR or pre-processed MR from the MS or BTS in the measured cell, the value of S326B:CELL_DL_SIG_QLTY and S326A:CELL_UL_SIG_QLTY are added respectively by the downlink receive quality rank and uplink receive quality rank contained in the measurement report.
