Description

After receiving a valid MR from the MS or a valid pre-processed MR from the BTS, the BSC makes a handover decision. If a handover is required, the BSC measures the specific counter based on the uplink receive level (0-7) and the uplink receive quality (0-7). This counter indicates the performance of the handover in the serving cell.

Measurement Point

After receiving a valid MR from the MS or a valid pre-processed MR from the BTS, the BSC makes a handover decision. If a handover is required, the specific counter is incremented by one based on the uplink receive level and the uplink receive quality.
