The MS measures the information of the serving cell (receive level and receive quality) and sends the information to the BTS in an MR. The BTS then sends the information to the BSC in an MR. After receiving the valid MR from the MS, the BSC measures the receive level of the serving cell in the MR.

After the BSC receives the valid MR from the BTS, this counter is incremented by the receive level of the serving cell in the MR.
The measurement object of this counter is configurable. If the measurement object is not configured, this counter is not measured.
