Description

This measurement provides the number of downlink MRs sent from the BTS to the BSC after the BSC receives the MRs or pre-processed MRs that include complete contents of the MRs or pre-processed MRs.

NOTE:
  • Uplink MR: The BTS reports the uplink measurement result to the BSC, including whether the BTS is in DTX mode, the transmit level and quality of the MS.
  • Downlink MR: The MS sends the downlink measurement result in the format of the UI frame on the SACCH to the BTS. The measurement result includes whether the MS is in DTX mode, the transmit level and quality of the BTS in the serving cell, number of neighboring cells (a maximum of six), and the downlink receive level and quality of the neighboring cell.
  • During the power control on the BSC side or during the handover, the MS in conversation measures the radio link status together with the BTS. Then, the BTS reports the uplink and downlink measurement results in one MR to the BSC. Normally, the BTS sends an MR every 480 ms on the TCH and every 470 ms on the SDCCH.
  • Pre-processing MR: If the BSC supports the pre-processed MR and the power control is performed on the BTS, the BTS pre-processes the uplink and downlink measurement results, and then reports them to the BSC at a pre-defined interval.
  • Valid MR or pre-processed MR: The content of the uplink and downlink MR or pre-processed MR is complete and valid.

After the BSC receives the MRs or pre-processed MRs that include complete contents of the downlink MRs from the BTS, this counter is incremented by one.
