Description

This measurement provides the number of times that the neighbor cell ranks Nth in the measurement report. N ranges from 1 to 6, mapping to FIRST, SECOND, THIRD, FOURTH, FIFTH, and SIXTH respectively.

Measurement Point

After the BSC receives a valid MR from the MS, if a neighbor cell ranks Nth in the MR, the corresponding counter based on the serving cell, neighbor cell, and rank is incremented by one.
