This measurement provides the number of radio link failures on the TCHF in the granularity period.

In the granularity period, when the radio link on the TCHF fails, the BTS sends an ERR IND, CONN FAIL IND, or REL IND message to the BSC for releasing the call, and this counter is incremented by one.
This is an original counter without involving any formula.
