When decoding the customized extended MR or pre-processed customized extended MR from the BTS, the BSC checks whether the VQI cell is contained in the MS. If the VQI cell is contained, and the MR is from the AMR TCHF, then this counter is incremented by one.

When receiving an MR or pre-processed MR from the BTS over the AMR TCHF, the BSC decodes the MR or pre-processed MR. This counter is measured when the VQI cell is contained in the MS.
This is an original counter without involving any formula.
