S4506A: TRX_EXT_AMR_HR_SHORT_VQI_NUM
When decoding the customized extended MR or pre-processed customized extended MR from the BTS, the BSC checks whether the VQI cell is contained in the MS. If the VQI cell is contained, and the MR is from the AMR TCHF, then the BSC decodes the value of the VQI and this counter is incremented by the value of the VQI.

After receiving a customized extended MR or pre-processed customized extended MR from the BTS over the AMR TCHF, the BSC decodes the MR. This counter is measured when the VQI cell is contained in the MS.
