S4509: TRX_EXT_UP_LEV_TOTAL_PWR
When decoding the customized extended MR or pre-processed customized extended MR from the BTS, the BSC checks whether the EI_FRAME cell (which contains the uplink and downlink power) is contained in the MS. If the cell is contained, the BSC decodes the uplink power and the counter is incremented by the uplink power.
Here the uplink and downlink power is the actual power measured by the BTS.

After receiving a customized extended MR or pre-processed customized extended MR from the BTS, the BSC decodes the MR. This counter is incremented by the uplink power when the EI_FRAME cell is contained in the MS and the BSC decodes the uplink power contained in the EI_FRAME cell.
This is an original counter without involving any formula.
