The BSC gets the uplink-and-downlink balance level from the valid MRs sent by the MS and the valid preprocessing MRs sent by the BTS accord the table 1 of Uplink-and-Downlink Balance Measurement per TRX. Then the BSC measures the number of MRs when the uplink-and-downlink balance level is from 1 to 11.

The counters are measured when either of the following cases occurs:
The BSC receives valid MRs from the MS and gets the uplink-and-downlink level (1-11) from the MS .
The BSC receives valid preprocessing MRs from the BTS and gets the uplink-and-downlink level (1-11) from the MS .
