After receiving an EMR or pre-processed EMR from the BTS, the BSC decodes the MEAN_BEP, and this counter is incremented by the value of the MEAN_BEP. This counter is used in the calculating of the Average Downlink BER Probability.

After receiving an EMR or pre-processed EMR from the BTS in the serving cell, the BSC decodes the MEAN_BEP in the downlink MR, and this counter is measured.
