After receiving an EMR or pre-processed EMR from the BTS, the BSC decodes the NbrRcvBlocks, and this counter is incremented by the value of the NbrRcvBlocks in a granularity period. This counter is used in the calculating of the Average Number of Decoded Blocks in the Downlink MR.
