This measurement provides the maximum number of available PDCHs in the BSC in a granularity period.

In a granularity period, the number of available PDCHs in the BSC is sampled periodically. The maximum sampled value is used as the value of the counter. The sampling period is 5s.
Available PDCHs involve available GPRS PDCHs and available EGPRS PDCHs.
