This measurement provides the total number of sampled downlink GPRS TBFs in transmission state in a granularity period.

In a granularity period, the BSC periodically calculates all the GPRS downlink TBFs in a cell. If the sampled GPRS downlink TBFs are in transmission state, the counter is incremented by one.
This is an original counter without involving any formula.
