This measurement provides the total number of sampled downlink EGPRS TBFs in transmission state in a granularity period.

In a granularity period, the BSC periodically calculates all the EGPRS downlink TBFs in a cell. If the sampled EGPRS downlink TBFs are in transmission state, the counter is incremented by one.
This is an original counter without involving any formula.
