TL9232: UP_EGPRS_RLC_AVG_THRPUT_RATE
This measurement provides the average throughput of the uplink EGPRS RLC in a cell in a granularity period. The higher the value, the higher the user rate. This measurement is related to factors such as the MS capability, number of channels allocated by the network, and coding scheme used by the MS.
