Description
After receiving a CM SERVICE REQUEST from the MM layer of the MS, the MSC sends a CM SERVICE REJECT message to the MS if the MSC fails to respond to the CM SERVICE REQUEST due to network failure. The message contains the rejection cause of network failure.
