Description
After receiving a CM SERVICE REQUEST from the MM layer of the MS, the MSC sends a CM SERVICE REJECT message to the MS if the MSC fails to respond to the CM SERVICE REQUEST due to MS identification failure. The message contains the rejection cause of illegal MS.
