Description
After receiving a CM SERVICE REQUEST from the MM layer of the MS, the MSC sends a CM SERVICE REJECT message to the MS if the MSC fails to respond to the CM SERVICE REQUEST due to a cause except the causes above such as congestion, network failure, and illegal MS.
