Number of 8-Bit One Phase Access Requests Received on RACH per BSC = Number of 8-Bit One Phase Access Requests Received on RACH

(That is, the total of the counter Number of 8-Bit One Phase Access Requests Received on RACH in each cell of the BSC.)
