Description
This measurement provides the number of handover commands sent by the BSC to the MS in the case of intra-cell handovers of all the cells controlled by a BSC. The channel involved in the measurement can be the SDCCH, TCHF, or TCHH.
The handover involved in the measurement can be intra-cell handover, intra-cell handover due to channel type conversion, or intra-cell handover due to IUO cell conversion.

This counter is measured according to the following formula when the measurement period ends. For details on the measurement point, see "Measurement Point" of each counter in the formula.
