This measurement provides the number of outgoing cell handover requests of all the cells controlled by a BSC. The channel involved in the measurement can be the SDCCH, TCHF, or TCHH.
The BSC uses the handover algorithm to decide whether a handover is required or not on the basis of the measurement reports. If a handover is required, and if the source cell (current cell) and the target cell are two different cells controlled by a BSC, the BSC initiates an internal inter-cell handover. The counters indicate the number of outgoing internal inter-cell handover requests in the source cell.
The handover causes consist of the following: uplink quality, downlink quality, uplink strength, downlink strength, timing advance, better cell, load, rapid level drop, MSC intervention, OM intervention, EDGE coverage, and other causes.
The handover can be performed between GSM900/850 and GSM900/850, between GSM1800/1900 and GSM1800/1900, between GSM900/850 and GSM1800/1900, or between GSM1800/1900 and GSM900/850.
According to the counters Internal Outgoing Cell Handover Commands per BSC and Successful Internal Outgoing Cell Handovers per BSC, the outgoing cell handovers per BSC can be well understood. In addition, according to the counters related to internal incoming cell handovers, the internal intra-cell handovers per BSC can be well understood.
