ZCH340:BSCRPT_INTERBSC_INCELL_HO_REQ
This measurement provides the number of external incoming cell handover requests of all the cells controlled by a BSC. The channel involved in the measurement can be the SDCCH, TCHF, or TCHH.
The BSC of the source cell uses the handover algorithm to decide whether a handover from the source cell to the target cell is required. If a handover is required, and if the source cell and the target cell are two different cells controlled by different BSCs, the BSC initiates an external inter-cell handover. This counter is measured based on the channel type, frequency band type, and TCH occupation type.
The handover can be performed between GSM900/850 and GSM900/850, between GSM1800/1900 and GSM1800/1900, between GSM900/850 and GSM1800/1900, or between GSM1800/1900 and GSM900/850.
According to the counters External Incoming Cell Handover Commands per BSC and Successful External Incoming Cell Handovers per BSC, the external incoming cell handover per BSC can be well understood. According to the counters related to external outgoing cell handovers, the external inter-cell handover per BSC can be well understood.

(That is, the total of the original counter Incoming External Inter-Cell Handover Requests in all the cells of the BSC.)
