Description

During the inter-BSC handover, after receiving the handover request from the MSC, the target BSC prepares a new channel. After the channel is prepared and the MS accesses the target cell, the BSC sends a Handover Complete message to the MSC. This handover is completed successfully.

This measurement provides the number of successful external incoming cell handovers of all the cells controlled by a BSC. The channel involved in the measurement can be the SDCCH, TCHF, or TCHH.

The handover causes consist of the following: uplink quality, downlink quality, uplink strength, downlink strength, timing advance, better cell, load, rapid level drop, MSC intervention, OM intervention, EDGE coverage, and other causes.

According to the counters External Incoming Cell Handover Requests per BSC and External Incoming Cell Handover Commands per BSC, the incoming outgoing cell handover per BSC can be well understood.

Measurement Point

BSC counters are calculation counters. This counter is measured according to the formula below when the measurement period ends. For details on the measurement point, see "Measurement Point" of each counter in the formula.

Formula

Successful External Incoming Cell Handovers per BSC = Successful Incoming External Inter-Cell Handovers

(That is, the total of the original counter Successful Incoming External Inter-Cell Handovers in all the cells of the BSC.)
