This measurement provides the number of attempted internal inter-cell handovers of all the cells controlled by a BSC (900/850-1800/1900). The BSC uses the handover algorithm to decide whether a handover is required or not on the basis of the measurement reports submitted by the MS. If a handover is required, and if the source cell (current cell) and the target cell are two different cells controlled by a BSC, the BSC initiates an internal inter-cell handover. The counters indicate the number of incoming internal inter-cell handover requests in the source cell.
The channel involved in the measurement can be the SDCCH or the TCH.
This counter shows the frequency of inter-cell handovers initiated by the BSC. According to the counter Successful Internal Inter-Cell Handovers per BSC (900/850 to 1800/1900), the internal intra-cell handover per BSC can be well understood.
The handover frequency band range is 900/850 to 1800/1900.
