Description
This measurement provides the number of internal inter-cell handover failures due to timer expiry in all the cells controlled by a BSC. The types of channel include SDCCH, TCHF, and TCHH.
In the internal inter-cell handover procedure, the BSC sends an HO CMD message to the MS and starts a timer to wait for an HO CMP message. If the timer expires, this measurement provides the number of internal inter-cell handover failures according to the channel type.
The handover type includes general internal inter-cell handover, internal inter-cell handover caused by channel type conversion, handover of internal inter-cell concentric circles, and AMR handover.
The cause values of handover failure include:
No channel available
Terrestrial resource request failed
A interface connection failed
Clear commands sent by MSC
Timer expired during the waiting of handover completion
RR cause for successful reconnections to old channels upon handover failure
The dynamic channel conversion is of the following types: TCHF to TCHH, TCHH to TCHF, TCH to SDCCH, SDCCH to TCH, and PDCH to TCHF.
The concentric cell handover is of the following types: Underlaid subcell to overlaid subcell (Underlay to Overlay) and Overlaid subcell to underlaid subcell (Overlay to Underlay).
According to the counters Internal Intra-Cell Handover Requests (SDCCH)per BSC and Internal Intra-Cell Handover Commands (SDCCH)per BSC, the performances of internal inter-cell handover per BSC can be well understood.
