Description
This measurement provides the number of outgoing internal inter-cell handover failures due to timer expiry in all the cells controlled by a BSC. The types of channel include SDCCH, TCHH, and TCHF.
In the outgoing internal inter-cell handover procedure (including directed retry), if the timer expires before completion of handover, it indicates that outgoing internal inter-cell handover fails. This measurement provides the number of outgoing internal inter-cell handover failures in the source cell according to the channel type and the cross-band handover type.
The handover can be performed between GSM900/850 and GSM900/850, between GSM1800/1900 and GSM1800/1900, between GSM900/850 and GSM1800/1900, or between GSM1800/1900 and GSM900/850.
