This measurement provides the number of attempted outgoing BSC handovers (1800/1900 to 900/850). This counter measures the number of attempted outgoing BSC handovers initiated in the source cell according to the handover algorithm. The measurement is based on the channel type and signaling point. The handover causes include directed retry and indirected retry.
The channel involved in the measurement can be the SDCCH, TCHF, or TCHH.
The handover between different signaling points in a BSC is also called outgoing external inter-cell handover.
This counter shows the frequency of handovers from local BSCs to other BSCs. According to the counter Successful Outgoing BSC Handovers per BSC (1800/1900 to 900/850), the outgoing BSC handovers can be well understood.
The handover frequency band range is 1800/1900 to 900/850.
