Description
This measurement provides the number of outgoing external inter-cell handover failures due to T8 expiry in all the cells controlled by a BSC. The channel involved in the measurement can be the SDCCH, TCHF, or TCHH.
After the source BSC sends an HO CMD message to the MS through the source cell, the T8 timer is started and waits for a CLR CMD message sent by the MSC.
According to the counters External Outgoing Cell Handover Requests per BSC and External Outgoing Cell Handover Commands per BSC, the outgoing external inter-cell handover per BSC can be well understood. According to the counters related to incoming external inter-cell handover, the incoming external inter-cell handover per BSC can be well understood.
The handover can be performed between GSM900/850 and GSM900/850, between GSM1800/1900 and GSM1800/1900, between GSM900/850 and GSM1800/1900, or between GSM1800/1900 and GSM900/850.
The handover between different signaling points in a BSC is also called outgoing external inter-cell handover.
