This measurement provides the number of successful outgoing BSC handovers of all the cells controlled by a BSC (900/850 to 1800/1900). This counter measures the number of successful outgoing BSC handovers initiated in the source cell according to the handover algorithm. The measurement is based on the channel type and signaling point. The handover causes include directed retry and indirected retry.
The channel involved in the measurement can be the SDCCH or the TCH.
The handover frequency band range is 900/850 to 1800/1900.
