This measurement provides the number of failed incoming external inter-cell handovers due to timer expiry in all the cells controlled by a BSC.
In the incoming external inter-cell handover procedure, if the target BSC receives a timer expiry message during the waiting of handover completion, the BSC collects the number of failed incoming external inter-cell handovers in the target cell according to the channel type and the TCH channel service type.
The channel involved in the measurement can be SDCCH or TCH. The TCH can be a traffic channel or a signaling channel.
The handover can be performed between GSM900/850 and GSM900/850, between GSM1800/1900 and GSM1800/1900, between GSM900/850 and GSM1800/1900, or between GSM1800/1900 and GSM900/850.
According to the counters External Incoming Cell Handover Requests per BSC and External Incoming Cell Handover Commands per BSC, the incoming external inter-cell handover per BSC can be well understood. According to the counters related to outgoing external inter-cell handover, the outgoing external inter-cell handover per BSC can be well understood.
