This measurement provides the number of failed incoming external inter-cell handovers due to channel unavailability in all the cells controlled by a BSC. In the incoming external inter-cell handover procedure, the target BSC receives an HO REQ message from the MSC and decodes the HO REQ message. The target BSC then applies for a channel from the target cell. If the target cell returns channel application failure with the cause value of no available channel, the BSC collects the related counter according to the channel type. The channel involved in the measurement can be the SDCCH or the TCH.
The handover can be performed between GSM900/850 and GSM900/850, between GSM1800/1900 and GSM1800/1900, between GSM900/850 and GSM1800/1900, or between GSM1800/1900 and GSM900/850.
According to the counters External Incoming Cell Handover Requests per BSC and External Incoming Cell Handover Commands per BSC, the incoming external inter-cell handover per BSC can be well understood. According to the counters related to outgoing external inter-cell handover, the outgoing external inter-cell handover per BSC can be well understood.
