Description
This measurement provides the number of successful reconnection to old channels upon external outgoing cell handover failure in all the cells controlled by a BSC. The types of channel include SDCCH, TCHF, and TCHH.
In the outgoing inter-RAT inter-cell handover procedure (excluding directed retry), if the MS fails to access the target cell of the new system and is successfully connected to the old channel (the old channel in the source cell), the MS sends an HO FAIL message to the source BSC through the source cell. The BSC collects the number of failed outgoing external inter-cell handovers and successful reconnection to old channels according to different cause values in the message.
The RR cause values for successful reconnections to old channels upon handover failure are as follows:
