This measurement provides the number of outgoing inter-cell handover requests of all the cells controlled by a BSC due to downlink signal quality, including outgoing internal inter-cell handover requests and outgoing external inter-cell handover requests.
The BSC uses the handover algorithm to decide whether a handover is required based on the measurement reports submitted by the MS. If a handover is required, and the source cell (current cell) and the target cell are two different cells controlled by one BSC, the BSC initiates an internal inter-cell handover. If the handover cause value is downlink quality, the BSC measures the number of outgoing internal inter-cell handover requests due to downlink signal quality in the source cell. If the source cell (current cell) and the target cell are two different cells controlled by different BSCs, the BSC initiates an external inter-cell handover. If the handover cause value is downlink quality, the BSC measures the number of outgoing external inter-cell handover requests due to downlink signal quality in the source cell.
