This measurement provides the number of outgoing inter-cell handover requests of all the cells controlled by a BSC due to downlink signal strength, including outgoing internal cell handover requests and outgoing external inter-cell handover requests.
The BSC uses the handover algorithm to decide whether a handover is required based on the measurement reports. If a handover is required, and if the source cell (current cell) and the target cell are two different cells controlled by one BSC, the BSC initiates an internal inter-cell handover.
If the handover cause value is downlink strength, the BSC measures the number of outgoing internal inter-cell handover requests due to downlink signal strength in the source cell. If the source cell (current cell) and the target cell are two different cells controlled by different BSCs, the BSC initiates an external inter-cell handover. If the handover cause value is downlink strength, the BSC measures the number of outgoing external inter-cell handover requests due to downlink signal strength in the source cell.
