Description
This measurement provides the number of successful handovers of all the cells controlled by a BSC due to MSC intervention (the MSC sends a Handover Candidate Enquiry to the BSC, causing handovers of multiple MSs in the same cell), including outgoing internal inter-cell handovers and outgoing external inter-cell handovers.
