Description
This measurement provides the number of channel activation timeouts in the incoming external inter-cell handover procedure of all the cells controlled by a BSC.
In the incoming external inter-cell handover procedure, the BSC sends a CHAN ACTIV message to the BTS. If the BSC does not receive the response message when the timer expires, the BSC collects the number of channel activation timeouts in the incoming external inter-cell handover procedure in the target cell according to the channel type.
The channel involved in the measurement can be SDCCH or TCH. The TCH can be a traffic channel or a signaling channel.
