This measurement provides the number of failed incoming external inter-cell handovers due to failed terrestrial resource requests in all the cells controlled by a BSC. The BSC collects the number of failed incoming external inter-cell handovers in the target cell according to the channel type and the cross-band handover type.
The target BSC receives an HO REQ message from the MSC and decodes the HO REQ message. The target BSC then applies for a channel from the target cell. After the channel is successfully applied for, the BSC sends a CHAN ACTIV message to the target cell to activate the channel successfully applied. After receiving a CHAN ACTIV ACK message from the target cell, the BSC continues to apply for the terrestrial resource and the terrestrial link resource related to voice services. If the terrestrial resource for the voice services is unsuccessfully applied for, the BSC collects the number of failed incoming external inter-cell handovers due to equipment failure.
The channel type is TCH (service channel or signaling channel).
The handover can be performed between GSM900/850 and GSM900/850, between GSM1800/1900 and GSM1800/1900, between GSM900/850 and GSM1800/1900, or between GSM1800/1900 and GSM900/850.
The difference of signaling points covers the handover of different signaling points. (In the case of multiple signaling points, the handover between multiple signaling points in the BSC is the incoming external inter-cell handover.)

BSC counters are calculation counters. This counter is measured according to the formula below when the measurement period ends. For details on the measurement point, see "Measurement Point" of each counter in the formula.
Failed External Incoming Cell Handovers per BSC (Equipment Failure) = Failed Incoming External Inter-Cell Handovers (Terrestrial Resource Request Failed)
(That is, the total of the original counter Failed Incoming External Inter-Cell Handovers (Terrestrial Resource Request Failed) in all the cells of the BSC.)
