Description

This measurement provides the number of failed incoming external inter-cell handovers due to CIC unavailability in all the cells controlled by a BSC. The BSC provides the number of failed incoming external inter-cell handovers in the target cell according to the channel type and the cross-band handover type.

The target BSC receives an HO REQ message from the MSC and decodes the HO REQ message. The target BSC then applies for a channel from the target cell. After the channel is successfully applied, the BSC sends a CHAN ACTIV message to the target cell to activate the channel successfully applied. After receiving a CHAN ACTIV ACK message from the target cell, the BSC continues to apply for the terrestrial resource and the terrestrial link resource related to voice services.

The CIC resource of A interface is one of important factors that affect the application of the terrestrial resource. The CIC of A interface is sent to the target BSC by the MSC through an HO REQ message. If the target BSC finds that the CIC is unavailable when using the CIC to apply for the terrestrial resource, the BSC collects the number of failed incoming external inter-cell handovers (CIC unavailability).

The channel type is TCH (service channel or signaling channel).

The handover can be performed between GSM900/850 and GSM900/850, between GSM1800/1900 and GSM1800/1900, between GSM900/850 and GSM1800/1900, or between GSM1800/1900 and GSM900/850.

The difference of signaling points covers the handover of different signaling points. (In the case of multiple signaling points, the handover between multiple signaling points in the BSC is the incoming external inter-cell handover.)
