Description
This measurement provides the number of failed incoming external inter-cell handovers (clear commands sent by the MSC) in all the cells controlled by a BSC.
In the incoming external inter-cell handover procedure, the BSC collects the number of failed incoming external inter-cell handovers if the handover failure is caused by the target BSC receiving a CLR CMD message from the MSC.
According to the counters External Incoming Cell Handover Requests per BSC and External Incoming Cell Handover Commands per BSC, the incoming external inter-cell handover per BSC can be well understood. According to the counters related to outgoing external inter-cell handover, the outgoing external cell handover per BSC can be well understood.

BSC counters are calculation counters. This counter is measured according to the formula below when the measurement period ends.
