ZH942I:BSCRPT_INTERBSC_INCELL_HO_FAIL_CONTENTS_INVALID
This measurement provides the number of failed incoming external inter-cell handovers due to invalid messages in all the cells controlled by a BSC. In the incoming external inter-cell handover procedure, the target BSC receives an HO REQ message from the MSC and decodes the HO REQ message. If finding that the message is invalid during message decoding, the BSC collects the number of failed incoming external inter-cell handovers according to the channel type, cross-band handover type, and failure cause value.
The channel involved in the measurement can be SDCCH or TCH. The TCH can be a traffic channel or a signaling channel.
The handover can be performed between GSM900/850 and GSM900/850, between GSM1800/1900 and GSM1800/1900, between GSM900/850 and GSM1800/1900, or between GSM1800/1900 and GSM900/850.
According to the counters External Incoming Cell Handover Requests per BSC and External Incoming Cell Handover Commands per BSC, the incoming external inter-cell handover per BSC can be well understood. According to the counters related to outgoing external inter-cell handover, the outgoing external inter-cell handover per BSC can be well understood.

Failed External Incoming Cell Handovers per BSC (Illegal Message) = Failed Incoming External Inter-Cell Handovers (Invalid Message)
(That is, the total of the original counter Failed Incoming External Inter-Cell Handovers (Invalid Message) in all the cells of the BSC.)
