Description
In an immediate assignment procedure or a handover procedure, the BSC triggers the counter when the MS or the MSC requests an SDCCH from the BSS but no SDCCH is available.

Measurement Point
This counter is measured according to the following formula when the measurement period ends. For details on the measurement point, see "Failed SDCCH Seizures due to Busy SDCCH".
