The measurement counter is equal to the average number of busy SDCCHs in all the cells controlled by a BSC. After activating the SDCCHs, the BSC collects the number of busy SDCCHs per second. In a granularity period, the value of this counter is the result of dividing the total number of busy SDCCHs by the number of channel status sampling times.

Traffic Volume on SDCCH per BSC = Traffic Volume on SDCCH
(That is, the total of the original counter Traffic Volume on SDCCH in each cell of the BSC.)
This counter provides the total traffic volume of the SDCCHs in the BSC, and the accuracy is 1‰. Traffic Volume on SDCCH indicates the traffic volume of the SDCCHs in each cell, and the accuracy is also 1‰. There is a difference between the total of Traffic Volume on SDCCH in each cell and Traffic Volume on SDCCH per BSC because the calculation of the traffic volume involves the division operation. This difference is directly proportional to the statistical period and the number of cells, and is inversely proportional to the accuracy (currently, the accuracy is invariably 1‰).
