Description
In the internal inter-cell handover procedure, the MS requests the BSS to re-assign TCHs. In the incoming BSC handover procedure, the MSC requests the BSS to assign TCHs.
This measurement counter provides the number of requests for assigning TCHs in the preceding procedure in all the cells controlled by a BSC.
