This measurement provides the success rate of all BSC handovers, including intra-BSC handover, inter-BSC outgoing cell handover, and inter-BSC incoming cell handover. The failed handover causes include handover failure, poor air port quality, internal channel congestion of the BSC, and MSC intervention.
